Moses was not only a deliverer and law giver, but he was a prophet. He saw that other types of prophets were coming in Israel's future. He gave tests in Dt. that would identify whether these people and he also gave tests in that passage and in Dt. 13 that identify a false prophet. There were two types of false prophets. There were the ones that spoke in the name of other gods and those that lied and spoke in the name of Yahweh the God of Israel. This latter group were the most difficult to identify as they would imitate the true prophet but give a lying message for their own purposes.
In th list of passages answer the following questions if they apply to the passage.

Why does God allow the false prophet to even exist?Deuteronomy 13:1-5 "If a prophet or a dreamer of dreams arises among you and gives you a sign or a wonder, 2 and the sign or the wonder comes true, concerning which he spoke to you, saying, 'Let us go after other gods (whom you have not known) and let us serve them,' 3 you shall not listen to the words of that prophet or that dreamer of dreams; for the LORD your God is testing you to find out if you love the LORD your God with all your heart and with all your soul. 4 "You shall follow the LORD your God and fear Him; and you shall keep His commandments, listen to His voice, serve Him, and cling to Him. 5 "But that prophet or that dreamer of dreams shall be put to death, because he has counseled rebellion against the LORD your God who brought you from the land of Egypt and redeemed you from the house of slavery, to seduce you from the way in which the LORD your God commanded you to walk. So you shall purge the evil from among you.Application: In our day and time there are many who claim to be prophets from God, but at least some are not as they contradict each other. If they are like the prophets in our study the lie so they can manipulate and use people. The living Christ does not misuse people and his servants don't either. One of our tasks is to help people to see that they are following something dangerous. Here are some passages to think about:
Jeremiah 14:13-14 13 But, "Ah, Lord GOD!" I said, "Look, the prophets are telling them, 'You will not see the sword nor will you have famine, but I will give you lasting peace in this place.'" 14 Then the LORD said to me, "The prophets are prophesying falsehood in My name. I have neither sent them nor commanded them nor spoken to them; they are prophesying to you a false vision, divination, futility and the deception of their own minds.
Jeremiah 23:28-33 28 "The prophet who has a dream may relate his dream, but let him who has My word speak My word in truth. What does straw have in common with grain?" declares the LORD. 29 "Is not My word like fire?" declares the LORD, "and like a hammer which shatters a rock? 30 "Therefore behold, I am against the prophets," declares the LORD, "who steal My words from each other. 31 "Behold, I am against the prophets," declares the LORD, "who use their tongues and declare, 'The Lord declares.' 32 "Behold, I am against those who have prophesied false dreams," declares the LORD, "and related them and led My people astray by their falsehoods and reckless boasting; yet I did not send them or command them, nor do they furnish this people the slightest benefit," declares the LORD. 33 "Now when this people or the prophet or a priest asks you saying, 'What is the oracle of the LORD?' then you shall say to them, 'What oracle?' The LORD declares, 'I will abandon you.'
Micah 3:5 5 Thus says the LORD concerning the prophets who lead my people astray; When they have something to bite with their teeth, They cry, "Peace," But against him who puts nothing in their mouths They declare holy war.
Ezekiel 22:28 28 "Her prophets have smeared whitewash for them, seeing false visions and divining lies for them, saying, 'Thus says the Lord GOD,' when the LORD has not spoken.
2 Peter 2:1 But false prophets also arose among the people, just as there will also be false teachers among you, who will secretly introduce destructive heresies, even denying the Master who bought them, bringing swift destruction upon themselves.
1 John 4:1-8 1 John 4:1 Beloved, do not believe every spirit, but test the spirits to see whether they are from God, because many false prophets have gone out into the world. 2 By this you know the Spirit of God: every spirit that confesses that Jesus Christ has come in the flesh is from God; 3 and every spirit that does not confess Jesus is not from God; this is the spirit of the antichrist, of which you have heard that it is coming, and now it is already in the world. 4 You are from God, little children, and have overcome them; because greater is He who is in you than he who is in the world. 5 They are from the world; therefore they speak as from the world, and the world listens to them. 6 We are from God; he who knows God listens to us; he who is not from God does not listen to us. By this we know the spirit of truth and the spirit of error. 7 Beloved, let us love one another, for love is from God; and everyone who loves is born of God and knows God. 8 The one who does not love does not know God, for God is love.
Revelation 2:20-23 20 'But I have this against you, that you tolerate the woman Jezebel, who calls herself a prophetess, and she teaches and leads My bond-servants astray so that they commit acts of immorality and eat things sacrificed to idols. 21 'I gave her time to repent, and she does not want to repent of her immorality. 22 'Behold, I will throw her on a bed of sickness, and those who commit adultery with her into great tribulation, unless they repent of her deeds. 23 'And I will kill her children with pestilence, and all the churches will know that I am He who searches the minds and hearts; and I will give to each one of you according to your deeds.
Revelation 16:13-14 13 And I saw coming out of the mouth of the dragon and out of the mouth of the beast and out of the mouth of the false prophet, three unclean spirits like frogs; 14 for they are spirits of demons, performing signs, which go out to the kings of the whole world, to gather them together for the war of the great day of God, the Almighty.
Revelation 19:20 20 And the beast was seized, and with him the false prophet who performed the signs in his presence, by which he deceived those who had received the mark of the beast and those who worshiped his image; these two were thrown alive into the lake of fire which burns with brimstone.
Revelation 20:10 10 And the devil who deceived them was thrown into the lake of fire and brimstone, where the beast and the false prophet are also; and they will be tormented day and night forever and ever.
